Obama's $3.8 Trillion Budget Includes Record Deficit

I seem to remember ex Vice President Dick Cheney saying that Reagan proved that deficits don't matter. Where were all the news hounds and Teabaggers when Cheney was in power? Was no one watching when we dropped from a surplus to a deficit?
